In 1978, the Mission Viejo Company purchased the land that makes up present-day Highlands Ranch, which was later sold to several private housing developers. These independent developments were later recognized in 198,1 as Highlands Ranch. The construction of highway C-470 spurred further development and expansion. Not being an incorporated city, services are provided by the Highlands Ranch Metro District, with funding coming primarily from property taxes and lottery funds.
